More than half of Department of Administrative Services (DAS) performance reviews not completed

The state's Department of Administrative Services has not completed the majority of its employees' performance reviews over the past 18 months, according to data obtained by the Statesman Journal. The department has failed to complete 469 of the 746 reviews that have come due since January 2013, a failure rate of 63 percent. It's numbers were better in 2013, when the department completed 41 percent of reviews. This year, it has completed just 32 percent. Most of the missing reviews belong to managers and executive service employees, spokesman Matt Shelby said. Union employees are under contracts that specifically require their annual reviews. There is no legal requirement reviews be done for higher-level employees, although state policy requires all employees have a review annually. Some divisions of DAS have done none at all this year. DAS Executive Director Michael Jordan said the department needs to improve.
