Free college tuition study bill wins final passage in Oregon Legislature!!

Senate Bill 1524 directs the Higher Education Coordinating Commission to study the cost and feasibility of guaranteeing a two-year college education to graduates. The idea is to open college to more students as part of the state's goal of 40 percent of residents obtaining a four-year degree.

House looks to redo summary for drivers card measure!!

SALEM, Ore. (AP) - Supporters of a referendum granting driving privileges to people who can't prove they're legally in the United States are trying to rewrite the official summary that will appear on the ballots in November.
The Legislature's language would make no reference to the change in requirements for drivers' immigration status, saying only that the measure "establishes limited purpose, duration driver card for individuals who prove Oregon residency, meet driving requirements."
In a rare move, Legislature's action would throw out the certified ballot title written by the attorney general's office, which says the measure "provides Oregon resident 'driver card' without requiring proof of legal presence in the United States." The House Rules Committee approved the measure Tuesday, setting up a vote Wednesday in the full House. Critics are crying foul.

Oregon Legislature focuses on land use, class-action lawsuits, OHSU money in final weeks!!

Oregon Health & Science University hopes to secure $200 million in bonds from the state to help the university match a $500 million challenge grant from Nike founder Phil Knight and his wife, Penny to boost cancer research. Whether lawmakers sign off on the full amount may be up for debate next week.
"There are really strong advocates for $200 million," said Rep. Peter Buckley, D-Ashland, a co-chair of the budget committee. "I think there's some concern about using so much of it. We have $300 million in bonding capacity."

Cover Oregon says 700 have enrolled online??

SALEM, Ore. (AP) - A Cover Oregon official says insurance agents and community groups have been able to enroll about 700 people in health coverage entirely online.
Chief Information Officer Aaron Karjala revealed the number to a state legislative committee on Friday.
Cover Oregon launched its website for a limited group of experts earlier this week, more than four months after it was originally scheduled to be operational.
There's still no date for when the system will launch to the general public. Karjala says developers are regularly testing and fixing elements of the system. Individuals working without an agent or certified expert can continue to apply, but Cover Oregon staff will have to process a portion of their application by hand.

Internet voting study approved by Oregon Senate!!

SALEM -- Despite concerns about ballot security, the Oregon Senate on Thursday approved 18 to 11 a bill to study the feasibility of Internet voting. Senate Bill 1515 would establish a work group to study the issue and submit a report to the Legislature by Dec. 1. The bill now goes to the House. Opponents brought up the botched rollout of the Cover Oregon health insurance exchange and this month's data breach of the Oregon Secretary of State's website that continues to keep elections and business databases offline. The record, they said, made them question the state's technological ability to ensure ballot security.

Driver card referendum Oregon Legislature could rewrite ballot title!!

SALEM -- The Oregon Legislature could rewrite the title of a contentious measure on the November ballot asking voters whether to grant driver cards to residents who can’t prove they’re in the state legally. Legislative leaders will likely decide in the next week or so whether to take that step, said Rep. Jessica Vega Pederson, D-Portland, and other sources. The issue has deeply divided supporters and opponents. The 2013 Legislature approved granting four-year driver cards. Oregon Secretary of State Campaign Website Hacked. Kate Brown Silent On Security Breach!!

Two weeks after the state’s campaign finance website was hacked, state officials are refusing comment about what information was compromised. The site, ORESTAR, has been shut down since Feb. 5, when Secretary of State Kate Brown announced it had possibly been hacked and that candidates’ bank account information was among the data accessed. The breach is now the subject of a Federal Bureau of Investigation probe.

Oregon interest groups spent $33 million lobbying on state legislation last year!!

The top 25 lobbying list includes several other government-related groups – including the office of Gov. John Kitzhaber, which reported spending nearly $320,000 last year working with legislators. The Special Districts Association of Oregon and the City of Portland were also high on the list. The second largest lobbying entity on the list is Oregon Health & Science University, which reported spending $428,000 last year. The school and associated hospital won its independence from the state university system in 1995 and now operates as a public corporation overseen by a board appointed by the governor. The reports don't cover all of the money involved in influencing legislators, such as campaign contributions and outreach efforts aimed at whipping up constituents to contact their lawmakers. Different groups also reach different conclusions about how they allocate their salary costs to lobbying legislators.

Minor marijuana convictions prior to 1973 and Gun Registration Bill Moves To Rules Committee!!

Yesterday I told you about HB 4035 which allows some corrections officers to keep guns in their cars when they go to work. That bill passed out of House Judiciary today with"no” votes from Representative Carolyn Tomei. I think this is a mistake. Until the DOC agrees to something like this, Corrections Officers should not be easy prey on their way to and from work. Tomei’s objection was her guaranteed"no” on any bill that includes the word"gun” but does not include the word"ban.” Another bill I told you about yesterday, HB 4068, will allow persons who have been convicted of minor marijuana violations in other states to have the same access to CHLs that people who had similar convictions in Oregon have. It will also grant this to persons who had minor marijuana convictions prior to 1973. Once again, Representative Carolyn Tomei HD 41 voted"no.” All other committee members voted YES.

Prison system's budget is short $90 million!!

The Department of Corrections has a $90 million deficit, Director Colette Peters told a budget subcommittee Monday. Sentencing reforms passed last year were expected to save money, but those savings haven’t been enough so far, she said. The department received $1.4 million for the 2013-15 biennium, which was $34 million more than it received the year before. However, if one discounts grants it received (which do not come from the general fund), the budget is actually $8.3 million less than the department received from the general fund in 2011-13.

Keeping Our Promise!!

Today, the Oregon Speaker of the House and Governor Kitzhaber rammed through a $2.9B package to build the Columbia River Crossing as a go-alone bridge with no support from Washington State, putting all the risk to Oregon.
However, these same individuals won't fund $1.1M for campus/county veterans service officers. As a legislator, I am sitting here in tears today in the committee as we speak, watching this train wreck happen. It's time for Oregon Veterans to get engaged.
But for a few House Democratic legislators working hard here in the Capitol on your behalf (Reps. Matthews, Witt, and Boone), the majority party of this state has no interest in funding the well-being of veterans.
It's a sad day in Oregon.

Officials explain $1Billion Dollar Budget Hole!!

Oregon’s Health Authority is facing a $1 billion hole in its next two-year budget, a gap that Republicans view as disastrous but Democrats say is solvable. Republicans worry the looming budget gap for health programs like Medicaid could mean cutting services and/or raising taxes in the 2015-17 budget, while Democrats think the hole could be closed without needing either. Back in 2009 (when the democrats had super majorities) we created the Oregon Health Authority as a new state agency. We also ceded to them a lot of the authority that historically belonged to the legislative branch. Along with that we created the insurance exchange (Cover Oregon) as a public corporation, which put them outside the control of the legislature. I think we are headed for a massive train wreck and it may be by design. The reason I say this is because our Governor, and many members in the legislature truly want the complete government takeover of the health care system and this may be the way to accomplish that. I will go into more details during the February Session on this issue. I will close this with a request. I know there are many people who are fed up with government. I know there are also many people to whom one particular issue is the most important to them. What I am asking is twofold. First, stay engaged. It is more important now than at any time I can remember for the people to hold politicians accountable. Secondly, expand your interest beyond your singularly most important issue. I still believe you can do a better job of running your life than the government can, and we are losing these essential freedoms.

Kelly testified in favor of SB 1551, which OFF warns will expand background checks "to virtually all gun transfers!!

On February 6th former astronaut Mark Kelly testified in favor of more gun control before Oregon's legislature, then went target shooting at the Portland Police Bureau Central Precinct Range. Talk Show host Lars Larson reported this on February 7th, after the Portland Police tweeted a photo of Kelly shooting a handgun at the range. The tweet was deleted from the Portland Police account when it began drawing attention, but the gun control group founded by Kelly and wife Gabby Giffords still has a post on its website about Kelly shooting at the Portland Police range.
Kelly testified in favor of SB 1551, which the Oregon Firearms Federation warns will expand background checks "to virtually all gun transfers, even to a gun you give to your father-in-law or your best friend."

Carolyn Lawson, the former Oregon Health Authority official at the center of the storm of Oregon's non-functional health insurance exchange, was investigated by the state of California for inappropriate contracting in 2008, The Oregonian has learned. Upon being hired by the California Public Utility Commission in 2008, Lawson funneled five contracts worth nearly $500,000 in a four-month period to the small consulting company run by her former boss in the private sector. The former boss was Steven Powell, who Lawson later hired as her senior deputy in Oregon.

House Clears Way for Electronic Prescriptions of Powerful Drugs

Advocates of House Bill 4013 say that allowing doctors to prescribe Schedule II drugs electronically will make life easier for practitioners and pharmacists while cutting down on prescription forgeries. So here are my questions about it: From our friend Tim Greve at NW Armory:
Was he using a high capacity gun? Did he pay for the ammo, or did we taxpayers pay for the ammo? Did we taxpayers pay for the range master and other officers that needed to accompany him?
If he paid for the ammo, which we doubt, then could that be construed as the "lease or rental" of a firearm, which under the bill he testified for would have required a background check? Also, since he was a resident of another state, he wouldn't have been allowed to do a background check/transfer to borrow the handgun under the newly proposed legislation as we understand it.

Department of Human Services on-call caseworker arrested on DUII !!

Hillsboro police say they arrested a state Department of Human Services on-call caseworker on a drunken driving accusation while the woman reportedly was responding to an abuse incident to help Hillsboro officer. Alysse Renee Carlson, 26, of Beaverton, was arrested on a charge of driving under the influence of intoxicants, said Lt. Mike Rouches, a Hillsboro police spokesman. A breath test at the Washington County Jail showed Carlson’s blood-alcohol level was .25 percent, which is more than three times the legal limit, Rouches said.

Back in 2009 (when the democrats had super majorities) we created the Oregon Health Authority as a new state agency. We also ceded to them a lot of the authority that historically belonged to the legislative branch. Along with that we created the insurance exchange (Cover Oregon) as a public corporation, which put them outside the control of the legislature. I think we are headed for a massive train wreck and it may be by design. The reason I say this is because our Governor, and many members in the legislature truly want the complete government takeover of the health care system and this may be the way to accomplish that. I will go into more details during the February Session on this issue. I will close this with a request. I know there are many people who are fed up with government. I know there are also many people to whom one particular issue is the most important to them. What I am asking is twofold. First, stay engaged. It is more important now than at any time I can remember for the people to hold politicians accountable. Secondly, expand your interest beyond your singularly most important issue. I still believe you can do a better job of running your life than the government can, and we are losing these essential freedoms.

Milwaukie Light Rail Orange Line squeezes neighborhood parking!!

There is already competition for on-street parking in the Brooklyn neighborhood between SW 14th and 17th. But with TriMet’s new Orange Line just a block away neighbors said they may have to resort to parking permits in front of their own homes. TriMet employees use a lot of the street parking and the competition for parking will get worse as commuters from other parts of town park in the area, then hop on the MAX for the rest of the ride to work. TriMet admits at peak times there isn’t enough room for all its employees to park. Brookly neighbors are considering enrolling in a neighborhood permit system. They would tax themselves $60 per year for a permit to park near their own houses. Anyone else parking in the area without a permit would get tickets.
