Portland Development Commission to offer $1.5 million to buy Right 2 Dream Too Site

On Wednesday the Portland Development Commission's board will consider signing off on a plan to buy Michael Wright's property at the base of the Chinatown Gate in a deal worth up to $1.5 million. The deal also includes a provision that would open the door for Right 2 Dream Too to remain in Old Town Chinatown until late 2016 or early 2017, four months after the City Council authorized directing $846,000 to help fund the entrenched community a new home as soon as possible.

Oregon state employees to receive early cost-of-living increases this year!!

SALEM — Oregon state employees are getting their cost-of-living pay increases a little early this year, based on the way benefits are calculated under the contract with the American Federation of State, County and Municipal Employees Council 75 contract. Union spokesman Don Loving told the Statesman Journal that the state has agreed to give all state workers a 2 percent raise, likely starting in September rather than December.

Christians need to act like true citizens!

Are you registered to vote? Some studies show that 1/2 of Oregon's Christians are not even registered to vote. David Crowe for Restore America says that number is actually 59% of Oregon christians who are not even registered to vote. Many fewer of those vote. Nationwide this ads up to a lot of potential power that is just wasted every election. If the Christian folks would be responsible citizens we might not be in the fix we find ourselves! Time to register and encourage other's to be registered to vote! Vote responsibly!

"Pay-It-Forward” Is a Step Back: By Joel Grey of The Cascade Policy Institute. The Oregon Higher Education Coordinating Commission is considering a proposal called"Pay-It-Forward.” This pilot program would give free tuition at a state university to one thousand high school graduates each year, beginning in 2016. In exchange for free tuition, students would cede 3-5% of their paychecks over a twenty-year period. Although the program is intended to become self-sustaining, it would cost between $6.5 and $20 million each year for the first twenty years until that happened. This is an example of a government proposal that is not well thought out. Yale tried a similar experiment in the 1970s and eventually forgave much of the debt years later. Many students overpaid for their education, while 20% defaulted. Oregon shouldn’t repeat Yale’s mistake.

Oracle Cover Oregon website worked, but plug pulled for political reasons Why??

Software vendor Oracle provided information last week to the U.S. House and Energy Committee claiming the website was operational in February, but that the state of Oregon pulled the plug on it for political reasons. The On Your Side Investigators obtained a copy of the Power Point presentation, which alleges the state deliberately distorted the case for abandoning the Cover Oregon website in favor of transitioning to the federal exchange. Kitzhaber blamed Oracle for missing deadlines and for what he called fundamental flaws in the portal’s architecture and for thousands of bugs in the system. The On Your Side Investigators reported in December that the decision not to hire a Systems Integrator was the first major wrong turn for the project. The Investigators unearthed reports from independent quality-assessment contractor Maximus that reached the same conclusion. Oracle says it tried to keep the project in line even in the months after it missed its go-live date of Oct. 1, but Cover Oregon officials continued to circumvent normal procedures and attempt to expand the scope of work beyond what was necessary to make the website functional.

Clackamas County's forest dilemma - chainsaws or Uncle Sam?

If you ever doubted that governing is a lot more difficult and nuanced than campaigning, consider Clackamas County's attempt to sell timber on county-owned forestland near Brightwood. The proposal has been somewhat controversial, and one possible resolution might come as a surprise given commissioners' focus on employment and the strongly stated frustration of one commissioner, Tootie Smith, with the management of federally owned forestland. First, some background. The so-called Boulder sale covers about 180 acres of a 340-acre parcel the county acquired decades ago through tax foreclosure. It's been forestland – and subject to harvest – for a long, long time, though the timber in question is well over the county's 55-year rotation age. In all, about 6.4 million board-feet would be cut, and the revenue would be used to support county parks. The county manages a portfolio of roughly 3,000 acres of timberland for this purpose....

More than half of Department of Administrative Services (DAS) performance reviews not completed

The state's Department of Administrative Services has not completed the majority of its employees' performance reviews over the past 18 months, according to data obtained by the Statesman Journal. The department has failed to complete 469 of the 746 reviews that have come due since January 2013, a failure rate of 63 percent. It's numbers were better in 2013, when the department completed 41 percent of reviews. This year, it has completed just 32 percent. Most of the missing reviews belong to managers and executive service employees, spokesman Matt Shelby said. Union employees are under contracts that specifically require their annual reviews. There is no legal requirement reviews be done for higher-level employees, although state policy requires all employees have a review annually. Some divisions of DAS have done none at all this year. DAS Executive Director Michael Jordan said the department needs to improve.

Lawsuit claims Regence BlueCross BlueShield no longer acting like nonprofit

Lawyers have filed a class-action lawsuit against Oregon nonprofit health insurer Regence BlueCross BlueShield, saying it is acting like a for-profit company by stockpiling excess funds that support large salaries rather than health care for policyholders. The suit lists Regence policyholder Tanya March and her two children as plaintiffs as well as Dischinger Orthodontics of Lake Oswego. Cambia Health Solutions, the parent company for Regence and its sister companies in Washington, Utah and Idaho, does not report total executive compensation that includes income from for-profit subsidiaries, making those figures difficult to ascertain. However, in 2012, Cambia CEO Mark Ganz told The Oregonian he earned $1.94 million.

Mental health providers upset over state's funding formula

Lawmakers allocated $65.1 million to the Oregon Health Authority (OHA) in the 2013 session for investments in mental health services. Then, they came back and added an additional $20 million during the September 2013 special session through an increase in the state's cigarette tax. The OHA decided to eschew its traditional funding formula. Instead, the agency used a grant application process designed to give smaller counties and mental health providers a chance at larger awards. And it frustrated rural communities that lacked the time and resources to apply. "We are a very tiny, rural county," said Chris Siegner, who runs Harney County's private mental health provider called Symmetry Care. "We don't have grant writers who manage all the documentation that go along with it." Symmetry Care didn't apply for any of the 12 grants OHA made available. "The frustrating part is we have to provide the crisis services anyway," Siegner said.

Siltronic plant in Portland dumps the most toxins into Oregon rivers

Judged by the amount of toxic chemicals discharged by industry, Oregon’s waterways rank the 33rd worst in the nation, an environmental group says. Oregon industry in 2012 dumped 1.3 million pounds of toxic chemicals into rivers, streams and lakes, Environment Oregon said in a report released Thursday. The environmental group said Siltronic Corp., a semiconductor-related manufacturer in Portland, released 350,562 pounds of chemicals into the Willamette River in 2012, making it the top discharging plant in the state."With facilities dumping so much pollution, no one should be surprised that more than half of our waterways are unsafe for swimming and fishing,” said Alexa Pettinari of Environment Oregon.

Cartels, illegal growers exploit medical marijuana program!!

Oregonians legalized medical marijuana in 1998. The program was sold to voters as a modest one with plans to add about 500 patients per year. But today's Oregon Medical Marijuana Program has more than 60,000 patients who carry permission to own double the number of plants and more than five times the amount of smokeable product than was originally envisioned. Loopholes in Oregon's medical marijuana program coupled with Mexican drug cartels continue to make black market cannabis a lucrative and pervasive business in Oregon, according to a new report from the Department of Justice. Oregon ranked fourth in the nation for indoor seizures in 2012. In Marion County, officials have seized 951 indoor marijuana plants since 2008. A major loophole cited by the report centered around caregivers, who are allowed to grow and carry medical cannabis for an unlimited number of patients.

I ran for a legislative seat here in Oregon and lost. But during the endorsement process I gained an interesting insight into politics: In the eyes of most LGBT groups, regardless of whether you're an avid supporter of LGBT rights, an "R" by your name is a scarlet letter. Although I am a registered Republican, I have been on the front line of the fight for equality. So when I learned that Basic Rights Oregon (BRO) Equality PAC would not be endorsing my campaign, I was shocked. Then I saw the endorsements . It became clear to me that BRO was not interested in pro-equality candidates at all. Every -- and I mean every -- single endorsement was for a Democrat. BRO Equality PAC should be ashamed of themselves. Pretending to be pro-equality when in fact they are not is egregious. It is incredibly offensive to me, as a member of the LGBT community, and it should be offensive to every pro-equality human being.

KATU Oregon hires lawyers, issues demands for potential Cover Oregon Suit

After $250 Million How Much More Do You Think Oregon Will Spend on Lawyers and How Long Will It Take? Portland law firm Markowitz Herbold Glade & Mehlhaf PC has been paid $352,000 so far to prepare for a potential lawsuit and their contract now allows them to bill the state up to $2.5 million. The state has retained two Washington, D.C., lawyers to help Oregon with an investigation by a U.S. House committee. A Portland criminal defense attorney also was hired in response to an investigation by the FBI and U.S. Attorney's Office, according to the documents, which include contracts and billing summaries obtained under Oregon's public records law. The state also turned to Portland attorney Robert Weaver, a former federal prosecutor who has defended a number of high-profile criminal defendants, including figure skater Tonya Harding. Weaver is representing the state and its current and former employees in a federal criminal investigation. The U.S. Attorney's Office has issued subpoenas to state agencies seeking, among other things, communications between 10 officials involved in developing and overseeing the Cover Oregon website.

Pot shop bummer State says go, locals say NO!!

But at least 10 state-approved dispensaries currently blocked by moratoriums appear to be keeping their licenses, at least for now.
"We kinda gotta just hang on and see what happens," said Tammy Brown, who owns Westside Wellness in Aloha. She said she invested more than $70,000 in the facility before Washington County imposed its yearlong moratorium.
Licenses are tied to locations, so relocating would require an owner to re-apply with the state. Brown worries it would be difficult to find another location with a landlord who would be comfortable leasing property for a dispensary. Steve Geiger, owner of Highway420 in Seaside, also is holding on. "The problem with getting our money back is we lose our spot, and spots are like gold now," said Geiger.
Geiger said he's leasing a space more than three times larger than he needs for what is, at the moment, just a smoke shop. He said he hoped to open the other two-thirds of the shop as a dispensary, and he plans to keep pushing the City Council to lift the moratorium.

Shared parenting could be new divorce outcome

Advocates say children are better served when spending equal time with both parents. A growing number of state lawmakers are examining child custody laws amid a push from advocates who argue that divorcing parents should share equal custody. There are three major reasons for the increasing interest in shared parenting laws, said Ned Holstein, the founder of the National Parents Organization, a group that supports shared parenting. First, gender roles have converged, and more men are caretakers. Second, polls show that large majorities of Americans support the concept of shared custody. Third, the movement has, in part, been fueled by the fact that over the last 30 years, courts have given custodial parents more powers, Holstein said, leaving non-custodial parents frustrated and energizing a backlash.

The High Cost of Liberalism

Portland’s SoloPower Systems has missed another monthly payment on a $10 million public loan that’s been in arrears since February. A state Energy Department spokesperson confirmed Monday the agency had not received $119,000, as required, for June. SoloPower had some cash — it wired $124,950 to the state in late May — but is now behind by a total of $238,000. State officials in charge of the loan have said they are hopeful SoloPower will soon bring the loan current. Company executives, though, have declined to comment on financials."It received millions of dollars in state and local tax breaks and subsidies to start up. Yet it closed in mid-2013, months after turning on its first production line. Documents show executives sought upwards of $50 million to turn the factory back on. Oregon is dominated by the Democrat Party which in turn is dominated by Portland’s uber liberal faction. One wonders where Oregon might be today if Oregon’s liberals had focused on the real problems of Oregon – high unemployment, deteriorating roads and infrastructure, declining academic achievement in the public schools, and an ailing economy drifting towards tourism and away from production. In Portland those who vote do not necessarily pay for the waste. And increasingly in Oregon, the same can be said to be true.

Oregon bucks national trend with rising repossessions

The number of properties being repossessed rose for the sixth consecutive month in Oregon, bucking a national trend in the opposite direction. The number of foreclosure auctions in Oregon rose in May for the 11th consecutive month, up 157 percent from May of last year. Nationwide, foreclosure auctions fell to the lowest level since December 2006 — down 4 percent from the previous month and down 22 percent from a year ago.

Common Core was invented by a handful of Washington-based education"experts” five years ago and bankrolled by the Bill and Melinda Gates Foundation. But it took off when the Obama administration put $4.3 billion in state education grants called Race to the Top in the stimulus bill. President Barack Obama’s Education Secretary Arne Duncan made it clear the surest way for states to qualify was to adopt Common Core. Some states took it unseen, since the first grant applications were due in January 2010, and the standards were not written until months later. New York adopted Common Core in July 2010, in return for $697 million. All in all, 45 states signed on to a program that had never been tested in even one school. Contrary to what the public is told, Common Core is not about standards. It’s about content — what school kids are taught. In the social studies framework approved on April 29 by New York State’s education authorities (but not parents), American history is presented as four centuries of racism, economic oppression and gender discrimination. Teachers are encouraged to help students identify their differences instead of their common American identity. Gone are heroes, ideals and American exceptionalism.

Stop Parental Alienation. Children Need Both Parents!!

It's easy and more convenient to label is as misogynists or angry and bitter men rather than take a look at who we really are. We are the man who just spent hours crying himself to sleep because he misses and loves his children so much. We are the grandmother who hasn't seen her grand kids in months and cries upon waking in the morning. We are the aunts and uncles who miss those children just as much as we do, knowing full well huge chunks of the lives of young children will never be spent with half of that child's family. We are a young girl who misses her sister so much that she carries a framed photo around her neck to keep her sister close to her heart. We are the friends and coworkers of struggling fathers who see daily the pain and agony that comes with not seeing your children or only seeing them 4 days a month. We are the young father who couldn't take the pain of missing his kids anymore so he chose suicide instead. We are that fathers family who now must suffer years of heartache because of parental alienation and its deadly effects.

How about we bury the victims, graduate those students who deserved a better week and let the investigation unfold, first, eh? Ginny and Earl? Notably, the SROs (School Resource Officers) are licensed police officers (two sheriffs and a troutdale PD) who are all armed. They were first on the scene and likely prevented a much more widespread incident. I guess that whole "gun free zone" concept is conclusively proven false, right?

Portland ranked No. 9 for worst traffic in U.S.

PORTLAND, OR (KPTV) -A report from GPS manufacturer TomTom lists Portland as the ninth worst city in the country for traffic congestion. The study compared travel times during non-peak hours to times during rush hour, and found that Thursday evenings have the worst congestion is most U.S. cities. The study also claims that many common shortcuts that drivers take to avoid traffic actually add 50 percent more time to commuters' trips. I am deeply grieved by Judge Michael McShane's ruling to redefine marriage. It is a travesty of justice that marriage, as the foundation of society, received no defense in the U.S. District Court. Attorney General, Ellen Rosenblum, in an extreme dereliction of her sworn duty to uphold the law, refused to represent the interests and the people of Oregon. It is a sad day for democracy when one federally appointed judge can overturn, without any representation, the express will of the people of Oregon.

Study Portland teachers among most absent in nation

The study found that Portland had 62% of teachers who were frequently absent. On average, Portland teachers miss 14 days each school year, according to the research. That did not count serious, long-term illnesses or pregnancies but it did include training days. According to the study, Portland has more than 600 teachers classified as "chronically absent" or missing more than 18 days of school each year.

Portland mulls 'Late Night Activity Permit' for businesses open past 10 p.m.

Why Not A Curfew or Marshal Law Instead? Any Portland business open to the public past 10 p.m. may need to buy a new permit from the city, according to a concept headed to the City Council on Wednesday for discussion. The "Late Night Activity Permit" would be required citywide for any business open to the public past 10 p.m., from bars to movie theaters, Marchetti said. The cost of the permit hasn't been disclosed. Businesses would receive training about alcohol serving, crowd management and security when the permit is issued.
