Salem daycare suspension sparks Pot Debate

SALEM -- The state of Oregon has suspended the license of a daycare in Salem because the manager and other staff members smoke pot at the facility while children are on-site. Parents who take their kids to day care centers and schools in Portland are now asking questions. It was hard for KGW to find anyone who said smoking pot at a day care is a good idea, whether it's medicinal or not. And every expert said trust is the biggest key for parents. The state has set up a resource for parents to check every licensed and registered daycare in Oregon, through Oregon.gov. There you can check for possible violations, complaints, active licensing and employees. The state encourages parents to call 503-556-6616 with additional questions.

Cartels, illegal growers exploit medical marijuana program!!

Oregonians legalized medical marijuana in 1998. The program was sold to voters as a modest one with plans to add about 500 patients per year. But today's Oregon Medical Marijuana Program has more than 60,000 patients who carry permission to own double the number of plants and more than five times the amount of smokeable product than was originally envisioned. Loopholes in Oregon's medical marijuana program coupled with Mexican drug cartels continue to make black market cannabis a lucrative and pervasive business in Oregon, according to a new report from the Department of Justice. Oregon ranked fourth in the nation for indoor seizures in 2012. In Marion County, officials have seized 951 indoor marijuana plants since 2008. A major loophole cited by the report centered around caregivers, who are allowed to grow and carry medical cannabis for an unlimited number of patients.

There's divergent news from two different marijuana legalization campaigns in Oregon. New Approach Oregon, which has raised about $1 million from major out-of-state donors, said Monday that it has passed the 100,000-mark in signatures and is well on its way to qualifying for the November ballot.

Oregon marijuana legalization campaign receives $100,000 from George Soros!!

An Oregon group backing a marijuana legalization initiative has received a $100,000 contribution from Drug Policy Action, a group that was a key backer of a similar legalization campaign in Washington in 2010. The New York-based group -- which is the political arm of the Drug Policy Alliance -- is closely tied to billionaire George Soros, a philanthropist and currency trader who has reportedly spent some $80 million over the last two decades on efforts to legalize marijuana. Drug Policy Action spent nearly $1.8 million on the Washington campaign and officials from the group helped shape the measure to make it more appealing. New Approach Oregon, which has just started collecting signatures for its proposed ballot measure, has also sought to craft an initiative that would appeal to voters who don't themselves use marijuana. Drug Policy Action last year gave $60,000 to the group.

Anybody but me see anything wrong with this? A state license also affords dispensaries some protection by making infractions of state rules a civil matter rather than a crime, Bullock said. Allegations arose under the old system that some pot shops were illegally selling marijuana. The new rules make it legal for dispensaries to pay growers for their product and receive payment from their customers directly. But sales will be scrutinized. The regulations say a shop must document operating costs, to include"costs of transferring, handling, securing, insuring, testing, packaging and processing … and the cost of supplies, utilities and rent or mortgage.” But the amount the "patient" buys is not tracked.. So, a person can go from one head shop to another buying the maximum 24 ounces!!

Oregon Drops Proposed Ban on Treats Laced With Marijuana

The Oregon Health Authority had threatened to be a buzzkill when it came to medical marijuana dispensaries selling candies, cakes and cookies and other munchies seasoned with pot. But according to the Associated Press, the agency has backed off that proposal, instead focusing a ban on any products that might entice minors. That means nothing brightly colored or formed in the shape of animals, toys or candies. The rules also require marijuana products to be sold in child-proof containers free of cartoons or bright colors.

According to the State of Oregon, Marijuana is a medicine!!

So, I was thinking.
According to the State of Oregon, Marijuana is a medicine. It's "medical" marijuana with "medicine" dispensaries.
So, is a person who dispenses "medicine" at these "state licensed" locations required to be a licensed pharmacist?
What if a person is taking other prescription drugs that are not compatible with marijuana? Does the person at the dispensary inquire if the person is currently taking any narcotics or other prescription drugs?
Is the dispensary person behind the counter educated enough to know there won't be any adverse or potentially deadly reactions to say a drug prescribed for liver disease or a blood thinner etc?
If someone does die from "mixing" deadly drugs who gets sued?
The dispensary?
The State of Oregon?
The doctor who prescribed the marijuana?
These dispensaries are in fact acting in the same capacity as a pharmacist with absolutely NO understanding or formal training necessary to identify or avoid any potential drug interactions.
Just thinking.

Minor marijuana convictions prior to 1973 and Gun Registration Bill Moves To Rules Committee!!

Yesterday I told you about HB 4035 which allows some corrections officers to keep guns in their cars when they go to work. That bill passed out of House Judiciary today with"no” votes from Representative Carolyn Tomei. I think this is a mistake. Until the DOC agrees to something like this, Corrections Officers should not be easy prey on their way to and from work. Tomei’s objection was her guaranteed"no” on any bill that includes the word"gun” but does not include the word"ban.” Another bill I told you about yesterday, HB 4068, will allow persons who have been convicted of minor marijuana violations in other states to have the same access to CHLs that people who had similar convictions in Oregon have. It will also grant this to persons who had minor marijuana convictions prior to 1973. Once again, Representative Carolyn Tomei HD 41 voted"no.” All other committee members voted YES.
