Since 2002 most Oregon electricity customers have been forced to pay a monthly energy tax of at least 3% to support such groups as the Energy Trust of Oregon and the Oregon Housing and Community Services agency. Over the last decade more than one billion has been collected to improve energy efficiency and subsidize renewable power.
