Oregon's inaugural chief education officer, Rudy Crew, was required by the terms of his contract with Kitzhaber to secure advance permission to do outside work or consulting while also performing his $280,000-a-year job for Oregon. But, despite traveling frequently to give speeches and other presentations unrelated to his Oregon work, Crew never sought such approval -- and neither the governor nor anyone else on the board asked him about it until May.
